[An Unnecessary Abominatoin] The Center Cannot Hold

نیکلای دوم چه درسی می‌تواند دربارهٔ تفاوت آسیب‌زدن به دشمن و حفظ ثبات داخلی بدهد

What Nicholas II can teach us about the difference between hurting an enemy and preserving stability at home.

در ژوئن ۱۹۱۶، ژنرال آلکسی بروسیلوف یکی از موفق‌ترین تهاجم‌های متفقین در جنگ جهانی اول را آغاز کرد. خطوط اتریش-مجارستان شکست. یگان‌های کامل تسلیم شدند. برای مدتی، دولت امپراتوری روسیه می‌توانست به یک موفقیت نظامی واقعی اشاره کند.

In June 1916, General Aleksei Brusilov launched one of the most successful Allied offensives of the First World War. Austro-Hungarian lines broke. Entire formations surrendered. For a time, Imperial Russia could point to a genuine military success.

در مارس ۱۹۱۷، نیکلای دوم از سلطنت کناره‌گیری کرد.

In March 1917, Nicholas II abdicated.

نُه ماه.

Nine months.

این فاصلهٔ میان یکی از بهترین دوره‌های نظامی روسیه در جنگ و پایان دودمانی بود که بیش از سه قرن حکومت کرده بود.

That was the distance between one of Russia's strongest military periods of the war and the end of a dynasty that had ruled for more than three centuries.

اگر از روی موفقیت‌های میدان جنگ دربارهٔ سلامت یک حکومت قضاوت می‌کنید، این عدد ارزش به‌خاطر سپردن دارد.

If you judge the health of a government by battlefield successes, that number is worth remembering.

قاعده‌ای که همه خیال می‌کنند صدق می‌کند

The rule everyone thinks applies

نظریهٔ آرامش‌بخش این است: دولتی که می‌تواند به دشمنش ضربه بزند، جمعیت زیادی را بسیج کند و نیروهای امنیتی‌اش را فرمان‌بردار نگه دارد، دولتی امن است.

The comforting theory goes like this: a government that can hurt its enemy, mobilize large crowds, and keep its security services obeying orders is a secure government.

موفقیت نظامی اعتبار سیاسی می‌خرد.

Military success buys political credit.

حملهٔ خارجی ملت را متحد می‌کند.

Foreign attack unites the nation.

تاب‌آوری پیروز می‌شود.

Endurance wins.

حالا به روسیه نگاه کنید و ببینید این نظریه در برابر شواهد چقدر دوام می‌آورد.

Now look at Russia and see how well that theory survives contact with the evidence.

روسیه پیروزی‌های واقعی داشت. پس از شکست‌های سنگین، ارتش دوباره سازمان گرفت، تدارکات بهتر شد و جبهه تثبیت شد. سپس بروسیلوف آمد.

Russia had real victories. After severe defeats, the army reorganized, supply improved, and the front stabilized. Then came Brusilov.

تک‌تک این واقعیت‌ها درست بود.

Every one of those facts was true.

و هیچ‌کدام به‌تنهایی معیار خوبی برای سنجیدن دوام سیاسی سلطنت نبود.

And none of them, by itself, was a good measure of the monarchy's political durability.

روسیهٔ امپراتوری می‌توانست در جبهه موفقیت تولید کند و هم‌زمان رابطه‌اش با جامعه در داخل فرسوده شود.

Imperial Russia could produce success at the front while its relationship with society at home deteriorated.

هر دو هم‌زمان.

Both at once.

پیروزی‌ها فروپاشی را خنثی نکردند.

The victories did not cancel the collapse.

پنهانش کردند.

They hid it.

وقتی قدرت دیگر گوش نمی‌دهد

When power stops listening

نیکلای دوم اقتدار سلطنتی را چیزی فراتر از یک قرارداد سیاسی معمولی می‌دانست و حفظ خودکامگی را بخشی از وظیفهٔ سلطنت تلقی می‌کرد. این نگاه باعث شد بسیاری از درخواست‌های اصلاحی برای او نه هشدار، بلکه تهدید به نظر برسند.

Nicholas II understood monarchical authority as something more than an ordinary political contract and regarded preservation of autocracy as part of his duty. That outlook made many demands for reform look less like warnings and more like threats.

روسیه هشدارهای زیادی داد: یکشنبهٔ خونین، اعتصاب‌ها، شورش‌های نظامی، انقلاب ۱۹۰۵ و بحران‌های پیاپی سیاسی.

Russia gave plenty of warnings: Bloody Sunday, strikes, military mutinies, the Revolution of 1905, and repeated political crises.

مسئله فقط این نبود که حکومت محبوبیتش را از دست می‌داد. مسئله این بود که ساختاری که مخالفت را صرفاً تهدید می‌بیند، به‌تدریج توانایی خودش برای تشخیص واقعیت را هم از دست می‌دهد.

The problem was not merely that the government was losing popularity. A system that treats opposition only as a threat can gradually lose its ability to diagnose reality as well.

منتقدان بی‌اعتبار می‌شوند. خبر بد نرم می‌شود. یک هفتهٔ خوب می‌شود اثبات اینکه راهبرد جواب می‌دهد. یک هفتهٔ بد می‌شود تقصیر کس دیگری.

Critics are discredited. Bad news gets softened. A good week becomes proof that the strategy works. A bad week becomes somebody else's fault.

بقای موقت می‌شود شاهد ثبات دائمی.

Temporary survival becomes evidence of permanent stability.

و آن‌وقت مشکل فقط مشروعیت نیست.

At that point, the problem is no longer only legitimacy.

حکومت توان دیدن را هم از دست می‌دهد.

The government can lose its ability to see.

حالا ایران

Now Iran

از گاه‌شماری شروع کنید، چون گاه‌شماری مهم است.

Start with the chronology, because chronology matters.

موج بزرگ اعتراضات ایران در ۲۸ دسامبر ۲۰۲۵ آغاز شد و به سرعت در سراسر کشور گسترش یافت.

Iran's major protest wave began on December 28, 2025, and quickly spread across the country.

جنگ کنونی پس از آن آغاز شد. ایالات متحده نیز محاصرهٔ دریایی علیه رفت‌وآمد به بنادر ایران را در ۱۴ ژوئیهٔ ۲۰۲۶ از سر گرفت.

The current war began afterward. The United States also resumed its naval blockade on traffic to and from Iranian ports on July 14, 2026.

بنابراین نارضایتی سیاسی عمده در ایران پیش از فشارهای فعلی وجود داشت.

Major political discontent in Iran therefore existed before the current pressure campaign.

بحران مشروعیت اول آمد.

The legitimacy crisis came first.

فرسایش بعد آمد.

The attrition came afterward.

نظرسنجی «گمان» در ژوئن ۲۰۲۶، بر پایهٔ نمونهٔ وزن‌دهی‌شدهٔ ۳۱٬۴۵۰ پاسخ‌دهنده در داخل ایران، گزارش کرد که حدود یک‌چهارم جمعیت هدف گفته‌اند در اعتراضات ژانویه شرکت کرده‌اند. در میان شرکت‌کنندگان، نارضایتی از جمهوری اسلامی و مشکلات اقتصادی از مهم‌ترین دلایل ذکرشده بودند.

A June 2026 GAMAAN survey, based on a weighted sample of 31,450 respondents inside Iran, reported that about one quarter of its target population said they had participated in the January protests. Among participants, dissatisfaction with the Islamic Republic and economic problems were among the leading reasons cited.

روش این نظرسنجی بر مشارکت داوطلبانه از طریق ابزارهای دورزدن فیلترینگ و وزن‌دهی آماری متکی بود، بنابراین درصدهای دقیق باید با احتیاط خوانده شوند.

The survey relied on voluntary participation through circumvention tools and statistical weighting, so its exact percentages should be read with appropriate caution.

یک هیئت حقیقت‌یاب سازمان ملل نیز در سپتامبر گزارش کرد که دلایل معقولی برای باور به وقوع جنایت علیه بشریت در جریان سرکوب اعتراضات وجود دارد. ایران این ارزیابی و روایت‌های مشابه دربارهٔ سرکوب را رد کرده و بر نقش عوامل خارجی تأکید کرده است.

A United Nations fact-finding mission also reported in September that there were reasonable grounds to believe crimes against humanity had occurred during the protest crackdown. Iran has rejected this assessment and similar accounts of the crackdown and has emphasized the role of foreign-backed actors.

سرکوب می‌تواند خیابان را آرام کند.

Repression can quiet a street.

اما آرامش خیابان و مشروعیت سیاسی یک چیز نیستند.

But a quiet street and political legitimacy are not the same thing.

بعد نوبت فشار رسید

Then came the squeeze

اینجاست که محاصره اهمیت پیدا می‌کند.

This is where the blockade matters.

رویترز در اول سپتامبر گزارش داد بارگیری نفت خام و میعانات ایران از حدود دو میلیون بشکه در روز در مارس به حدود ۲۲۰ تا ۲۵۵ هزار بشکه در روز در اوت کاهش یافته بود.

Reuters reported on September 1 that Iranian crude and condensate loadings had fallen from about two million barrels per day in March to roughly 220,000 to 255,000 barrels per day in August.

نفت یعنی ارز.

Oil means foreign currency.

ارز یعنی واردات، حقوق، تجهیزات، خدمات و فضای مالی برای حل بحران‌های داخلی.

Foreign currency means imports, salaries, equipment, services, and fiscal room for managing domestic crises.

بنابراین پرسش فقط این نیست که آیا ایران تحت فشار اقتصادی است.

So the question is not merely whether Iran is under economic pressure.

هست.

It is.

پرسش این است که یک دولت تا چه مدت می‌تواند هم‌زمان هزینهٔ جنگ خارجی، امنیت داخلی، واردات ضروری، خدمات عمومی و ثبات سیاسی را از منابعی محدودتر تأمین کند.

The question is how long a government can simultaneously finance an external war, internal security, essential imports, public services, and political stability from a shrinking pool of resources.

بله، ایران هنوز می‌تواند هزینه تحمیل کند

Yes, Iran can still impose costs

این نکته را باید صادقانه پذیرفت، چون اعتمادبه‌نفس تهران کاملاً خیالی نیست.

This point should be acknowledged honestly, because Tehran's confidence is not entirely imaginary.

ایران با وجود برتری نظامی متعارف آمریکا نشان داده است که هنوز می‌تواند هزینه‌های نظامی، اقتصادی و سیاسی تحمیل کند.

Despite U.S. conventional military superiority, Iran has demonstrated that it can still impose military, economic, and political costs.

جنگ در داخل آمریکا نیز هزینهٔ سیاسی دارد. نظرسنجی رویترز/ایپسوس در ۲۱ سپتامبر محبوبیت دونالد ترامپ را ۳۲ درصد نشان داد و فقط ۳۴ درصد پاسخ‌دهندگان حملات به ایران را تأیید کردند.

The war also carries political costs inside the United States. A Reuters/Ipsos poll published September 21 put Donald Trump's approval at 32 percent, while only 34 percent of respondents approved of the strikes on Iran.

پس یک راهبردپرداز ایرانی می‌تواند به شواهد واقعی نگاه کند و نتیجه بگیرد که دوام آوردن برای واشنگتن هزینه دارد.

An Iranian strategist can therefore look at real evidence and conclude that endurance imposes costs on Washington.

این نتیجه‌گیری به‌خودی‌خود غیرعقلانی نیست.

That conclusion is not irrational by itself.

مشکل از جملهٔ بعدی شروع می‌شود:

The problem begins with the next sentence:

راهبرد ما به دشمن آسیب می‌زند. پس موقعیت ما در داخل امن است.

Our strategy is hurting the enemy. Therefore our position at home is secure.

این دو گزاره یک چیز را اندازه نمی‌گیرند.

Those two propositions are measuring different things.

نیکلای این را ثابت کرد.

Nicholas proved that.

بروسیلوف هم داشت به دشمن آسیب می‌زد.

Brusilov was hurting the enemy too.

خشم از آمریکا همان حمایت از حکومت نیست

Anger at America is not the same as support for the government

وقتی قدرت خارجی کشوری را بمباران می‌کند یا اقتصادش را تحت فشار قرار می‌دهد، خشم علیه آن قدرت طبیعی است.

When a foreign power bombs a country or applies severe economic pressure, anger toward that foreign power is a natural response.

اما خشم علیه یک دشمن خارجی و رضایت از حکومت داخلی یک متغیر نیستند.

But anger toward a foreign enemy and satisfaction with the domestic government are not the same variable.

داده‌های افکار عمومی ایران نیز تصویری پیچیده نشان می‌دهند: نگرش‌های ضدجنگ، ملی‌گرایانه، ضدآمریکایی و ضدحکومتی می‌توانند هم‌زمان در یک جامعه وجود داشته باشند.

Iranian public-opinion data likewise suggest a complicated picture: anti-war, nationalist, anti-American, and anti-government attitudes can coexist within the same society.

مخالفت با بمباران آمریکا لزوماً به معنای حمایت از جمهوری اسلامی نیست.

Opposition to American bombing does not necessarily imply support for the Islamic Republic.

مخالفت با محاصره لزوماً به معنای رضایت از تصمیم‌های تهران نیست.

Opposition to the blockade does not necessarily imply approval of Tehran's decisions.

ملی‌گرایی سند مالکیتی نیست که ثابت کند حکومت صاحب ملت است.

Nationalism is not a deed proving that the government owns the nation.

روسیه همین تفاوت را به سخت‌ترین شکل آموخت. موج میهن‌پرستی ۱۹۱۴ مشکلات سیاسی ۱۹۰۵ را پاک نکرد. فقط مدتی آنها را زیر سطح نگه داشت.

Russia learned this distinction the hard way. The patriotic wave of 1914 did not erase the political problems revealed in 1905. It merely pushed them below the surface for a time.

تلفات، تورم، کمبودها و فلج سیاسی دوباره آنها را بالا آورد.

Casualties, inflation, shortages, and political paralysis brought them back up.

سلطنت سرانجام فهمید که آمادگی برای جنگیدن با آلمان و آمادگی برای حفظ نیکلای دوم دو چیز متفاوت‌اند.

The monarchy eventually discovered that willingness to fight Germany and willingness to preserve Nicholas II were two different things.

رنج نشانی خانه دارد

Suffering has a home address

سازوکار ساده است.

The mechanism is simple.

محاصره ممکن است آمریکایی باشد.

The blockade may be American.

اما تورم در مغازهٔ ایرانی دیده می‌شود.

But inflation appears in an Iranian shop.

کمبود در شهر ایرانی رخ می‌دهد.

A shortage happens in an Iranian city.

دستمزد پرداخت‌نشده را کارفرما یا وزارتخانه‌ای ایرانی بدهکار است.

An unpaid wage is owed by an Iranian employer or ministry.

مردم می‌توانند هم‌زمان بیش از یک دولت را مسئول بدانند.

People can hold more than one government responsible at the same time.

واشنگتن می‌تواند برای تحمیل فشار اقتصادی سرزنش شود و تهران نیز برای انتخاب‌ها، مدیریت اقتصادی یا نحوهٔ برخورد با مخالفت داخلی مورد انتقاد قرار گیرد.

Washington can be blamed for imposing economic pressure while Tehran can also be criticized for its choices, economic management, or treatment of domestic dissent.

هیچ قانونی نمی‌گوید خشم فقط یک نشانی دارد.

There is no rule saying anger gets only one address.

به همین دلیل خشم ضدآمریکایی یک خط اعتباری است، نه یک موقوفه.

That is why anti-American anger is a line of credit, not an endowment.

واقعی است.

It is real.

اما فشار طولانی می‌تواند آن را خرج کند.

But prolonged pressure can spend it down.

خطرِ موفقیت موقت

The danger of temporary success

نیکلای فرصت‌های زیادی برای تغییر مسیر داشت.

Nicholas had many opportunities to change course.

او یک بحران را پشت سر گذاشت.

He survived one crisis.

بعد یکی دیگر.

Then another.

و هر بار بقا می‌توانست شبیه اثبات این باشد که روش قبلی درست بوده است.

And each survival could look like proof that the old method had been correct.

این یکی از خطرناک‌ترین درس‌هایی است که بقای سیاسی می‌تواند به یک حکومت بدهد.

That is one of the most dangerous lessons political survival can teach a government.

هر بحرانی که از آن عبور می‌کنید می‌تواند به شما بگوید روشتان برای عبور از بحران‌ها کار می‌کند.

Every crisis you survive can tell you that your method for surviving crises works.

تا بحرانی که کار نمی‌کند.

Until the crisis when it does not.

مشروعیت برای حکومت‌های غیرانتخابی هم اهمیت دارد

Legitimacy matters even to non-electoral governments

یک حکومت لازم نیست محبوب همه باشد تا دوام بیاورد.

A government does not have to be loved by everyone to survive.

اما باید بتواند نهادهایش را تأمین مالی کند، فرمان‌هایش را منتقل کند و انتظار داشته باشد تعداد کافی از مردم درون آن نهادها همچنان فرمان ببرند.

But it must be able to finance its institutions, transmit orders, and expect enough people inside those institutions to continue obeying them.

این همان نقطه‌ای است که روسیه در ۱۹۱۷ از آن عبور کرد.

That is the threshold Russia crossed in 1917.

مسئله دیگر فقط این نبود که مردم چه احساسی نسبت به حکومت داشتند.

The issue was no longer merely how people felt about the government.

مسئله این بود که آیا حکومت هنوز می‌توانست ماشین خودش را وادار به کار کند.

The issue was whether the government could still make its own machinery function.

و اگر نظم موجود شکست بخورد، بعد چه؟

And if the existing order fails, what comes next?

اینجاست که داستان روسیه از هشدار دربارهٔ یک حکومت به هشدار دربارهٔ فروپاشی دولت تبدیل می‌شود.

This is where the Russian story stops being only a warning about one government and becomes a warning about state collapse.

سقوط سلطنت بحران را تمام نکرد.

The fall of the monarchy did not end the crisis.

دولت موقت جنگ را ادامه داد، نتوانست مسئلهٔ زمین را به‌سرعت حل کند و به‌تدریج اقتدارش را از دست داد.

The Provisional Government continued the war, failed to resolve the land question quickly, and gradually lost authority.

بلشویک‌ها لازم نبود همهٔ روس‌ها را به مارکسیست‌های متعهد تبدیل کنند.

The Bolsheviks did not need to turn every Russian into a committed Marxist.

کافی بود رقبایشان نتوانند پاسخ قابل‌اعتمادی برای صلح، زمین و نان ارائه کنند.

It was enough that their rivals failed to provide a credible answer on peace, land, and bread.

سپس سفیدها آمدند: ائتلافی از ارتش‌ها، دولت‌های منطقه‌ای و جریان‌های سیاسی که در مخالفت با بلشویک‌ها اشتراک داشتند اما دربارهٔ آیندهٔ روسیه اختلاف‌های بزرگی داشتند.

Then came the Whites: a coalition of armies, regional governments, and political movements united in opposition to the Bolsheviks but deeply divided over Russia's future.

این ضعف سازمانی کوچک نبود.

That was not a minor organizational weakness.

بخش مهمی از خودِ جنگ سیاسی بود.

It was an important part of the political war itself.

خشونت برای طرف مقابل نیرو تولید می‌کند

Violence can create support for the other side

جنگ داخلی روسیه فقط نبرد ارتش‌ها نبود.

The Russian Civil War was not only a contest between armies.

ترور سرخ، ترور سفید، اعدام‌ها، مصادره‌ها، پوگروم‌ها، بیماری، قحطی و فروپاشی اقتصادی میلیون‌ها نفر را کشتند.

Red Terror, White Terror, executions, confiscations, pogroms, disease, famine, and economic collapse killed millions.

نکته این نیست که همهٔ مسئولیت را به یک طرف بدهیم.

The point is not to assign all responsibility to one side.

نکته این است که خشونت و بی‌انضباطی پیامد سیاسی دارند.

The point is that violence and indiscipline have political consequences.

هر روستا یا گروه اجتماعی که از یک طرف بترسد، ممکن است طرف دیگر را کمتر خطرناک ببیند.

Every village or social group that comes to fear one side may begin to see the other as the lesser danger.

خشونت فقط یک شکست اخلاقی نیست.

Violence is not only a moral failure.

می‌تواند برای طرف مقابل نیرو تولید کند.

It can create support for the other side.

برآوردهای تاریخی، مجموع مرگ‌ومیر ناشی از جنگ داخلی، قحطی و بیماری را به میلیون‌ها نفر می‌رسانند.

Historical estimates place the combined death toll from civil war, famine, and disease in the millions.

هیچ‌کس حق ندارد تاریخ را آن‌قدر ساده کند که تمام آن مرگ‌ها را به یک جناح نسبت دهد.

History should not be simplified to the point of assigning all of those deaths to one faction.

اما شکست در ساختن یک نظم سیاسی باورپذیر، جنگ را سخت‌تر و طولانی‌تر کرد.

But the failure to build a credible political order made the conflict harder and longer.

ایران واقعاً کجا ایستاده است

Where Iran actually stands

ایران روسیهٔ فوریهٔ ۱۹۱۷ نیست.

Iran is not Russia in February 1917.

وانمود به خلاف آن، تحلیل بدی است.

Pretending otherwise is bad analysis.

نهادهای امنیتی و نظامی ایران هنوز سازمان‌یافته‌اند. دولت هنوز کار می‌کند و هنوز توان بسیج اجتماعی و اداری قابل‌توجهی دارد.

Iran's security and military institutions remain organized. The state still functions and retains substantial social and administrative mobilization capacity.

اما الگوی اولیه ارزش توجه دارد: بحران سیاسی پیش از جنگ، حملهٔ خارجی، موفقیت‌های تاکتیکی واقعی، فشار اقتصادی فزاینده و خطر اشتباه گرفتن مقاومت ملی با رضایت سیاسی.

But the earlier pattern is worth watching: political crisis before the war, foreign attack, real tactical successes, mounting economic pressure, and the danger of confusing national resistance with political consent.

این‌ها شرایطی‌اند که در آن موفقیت موقت می‌تواند به اطلاعاتی خطرناک تبدیل شود.

These are conditions in which temporary success can become dangerous information.

معیار مهم‌تر

The more important measure

اندازهٔ اعتراضات به‌تنهایی تعیین‌کننده نیست.

Protest size alone is not decisive.

معیار عمیق‌تر، انسجام نهادی است: آیا دولت می‌تواند نهادهایش را تأمین مالی کند، تصمیم‌هایش را اجرا کند و اعتماد درون ساختار قدرت را حفظ کند؟

The deeper measure is institutional cohesion: can the state finance its institutions, carry out decisions, and maintain confidence inside the governing structure?

وقتی این پاسخ تغییر کند، ماهیت بحران نیز تغییر می‌کند.

When that answer changes, the nature of the crisis changes with it.

پرسش دیگر فقط این نیست که مردم دربارهٔ حکومت چه فکر می‌کنند.

The question is no longer only what people think about the government.

پرسش این می‌شود که آیا حکومت هنوز می‌تواند مانند یک حکومت عمل کند.

The question becomes whether the government can still function as a government.

دو هشدار روسیه

Russia's two warnings

روسیه در نهایت دو هشدار می‌دهد.

Russia ultimately offers two warnings.

اولی برای هر حکومتی است که تصور می‌کند می‌تواند برای همیشه زور را جایگزین مشروعیت کند، در حالی که منابعی را که همان زور به آنها وابسته است مصرف می‌کند.

The first is for any government that believes coercion can indefinitely substitute for legitimacy while consuming the resources on which coercion itself depends.

دومی دربارهٔ چیزی است که پس از فروپاشی می‌آید.

The second concerns what comes after collapse.

مخالفت با یک حکومت همان داشتن نظم سیاسی باثباتی برای جایگزینی آن نیست.

Opposition to a government is not the same thing as having a stable political order ready to replace it.

نیکلای دوم آموخت که روس‌ها می‌توانند با آلمان بجنگند بی‌آنکه نیکلای دوم را بخواهند.

Nicholas II learned that Russians could fight Germany without wanting Nicholas II.

جانشینانش آموختند که سرنگون شدن یک حکومت و ساخته شدن حکومت بعدی دو مسئلهٔ کاملاً متفاوت‌اند.

His successors learned that bringing down one government and building the next are entirely different problems.

روسیه بهای هر دو درس را با میلیون‌ها جان پرداخت.

Russia paid for both lessons in millions of lives.

ایران هنوز در آن نقطه نیست.

Iran is not at that point.

اما تاریخ برای مفید بودن لازم نیست تکرار شود.
